The startup and SME funding system in the UAE is moving into a new phase. Khalifa Fund for Enterprise Development is restructuring its funding tools to better match the needs of companies at different stages of their growth. They're doing this by launching 7 programs aimed at supporting establishment, growth, and expansion, alongside funding innovation and advanced technologies. This step shows a shift in the Fund's role. It's no longer just a funding body offering loans; it's becoming a supportive partner in companies' growth journeys. It will provide funding solutions tailored to each stage, whether it's entering the world of entrepreneurship, developing operational processes, or investing in technology and expansion. This development of the funding system comes at a time when small and medium-sized enterprises are becoming increasingly important. They are key drivers for diversifying the UAE economy, boosting the private sector's contribution, and supporting knowledge-based and innovative sectors. To design these new programs, the Fund studied market needs and funding gaps faced by entrepreneurs. They reviewed global funding models, analyzed available solutions in the financial sector, and directly communicated with project owners to understand the challenges they face during various growth stages.

Funding Transforms from a Support Tool to a Growth Engine

The new system focuses on providing more flexible funding tools. These tools aim to address the essential needs of projects, starting from funding the establishment of new companies, moving through supporting operational liquidity, and finally funding expansion and adopting modern technological solutions. In this context, Moza Obaid Al Nasiri, CEO of Khalifa Fund for Enterprise Development, stated that developing the funding system reflects the Fund's direction towards offering more flexible and impactful solutions that align with the transformations happening in the SME sector. She explained that the new programs were designed with a vision based on understanding the nature of entrepreneurs' needs. This ensures that each project receives appropriate funding according to its operational stage and future plans, thereby enhancing its chances of continuity and growth. She added that the next phase requires linking funding to economic impact. This means directing resources towards projects capable of creating added value and boosting the contribution of SMEs to the national economy.

7 Programs Covering the Project Lifecycle

The new programs aim to cover different stages of a project's lifecycle. The Fund launched the "First-Time Entrepreneur Loan" to support citizens who want to establish their businesses for the first time, providing the necessary funding to get started and reduce challenges associated with early stages. They also introduced the "AI and Robotics Loan" to support companies looking to integrate advanced technologies into their operations. This will boost operational efficiency and enhance their ability to compete in future sectors. The "Revolving Loan" serves as a funding tool designed to enhance companies' flexibility in managing capital and cash flows, by allowing them to access funding according to their changing business needs. The system also includes the "Small Loan," **"Working Capital Loan,"** **"Fixed Asset Loan,"** and **"Expansion Loan."** These programs aim to fund various operational and investment needs, whether related to purchasing assets, increasing production capacity, or implementing expansion plans.

Supporting Startups in a Technology-Driven Economy

The new system indicates a growing trend towards developing developmental funding models that keep pace with the nature of the modern economy. Startup needs are no longer limited to providing capital; they extend to empowering them to access technology, improve their operational capabilities, and accelerate growth. Through these programs, Khalifa Fund seeks to strengthen Abu Dhabi's position as a supportive environment for entrepreneurship.
