Egypt and World Bank Boost Infrastructure with Smart New Funding Plan

Egypt is working with the World Bank Group to create a new way to fund infrastructure projects. This new model will use innovative guarantee tools. The goal is to expand the funding available for development projects, reduce reliance on foreign borrowing, and boost private sector involvement in priority projects. Dr. Ahmed Rustum, the Minister of Planning and Economic Development, met with a team from the World Bank Group. They discussed the latest progress on implementing the infrastructure project financing guarantee mechanism. This mechanism aims to provide a more flexible funding framework to support major projects by improving coordination among government bodies, international institutions, and investors. This new mechanism will provide long-term funding in local currency for infrastructure projects. This will help ease financial pressure on the general budget and reduce the need for sovereign guarantees. Plus, it will create a more attractive environment for private capital. The Minister of Planning and Economic Development emphasized that the main goal of this mechanism is to diversify development funding sources. It also aims to maximize the benefits of partnerships with international financial institutions. This will help the state carry out its development projects without increasing financial burdens.

Electricity: A Model for Successful Funding Partnerships

Rustum explained that the electricity and energy sector is a great example of successful institutional cooperation and innovative funding partnerships. This sector has seen a big structural transformation thanks to combined government efforts and the use of international funding. This really shows how important it is to build scalable funding models for other sectors. The Minister of Planning and Economic Development pointed out that the roadmap for this mechanism focuses on balancing risk management. This means conducting economic feasibility studies and assessing the operational efficiency of projects before including them in the program. This ensures a sustainable development return. He added that the Ministry continues to coordinate with relevant ministries and bodies to create a list of target projects. This list will be based on the state's development priorities and will ensure a variety of sectors benefit from the mechanism.

Funding Governance and Boosting the Private Sector's Role

The guiding principles for this mechanism include applying governance and transparency rules. It also involves strengthening the role of development partners and international institutions. Clear criteria will be set for selecting projects, making sure that funding goes to areas with the biggest economic impact. This infrastructure project financing guarantee mechanism is part of the state's push to develop new funding tools. These tools will help achieve the goals of Egypt's Vision 2030 by creating more effective partnerships between the government, the private sector, and international institutions.
