The US Department of Commerce clarified in a statement that it currently doesn't plan to put strict limits on AI technology exports. They emphasized that previous regulatory frameworks were sometimes burdensome for the industry and could even be disastrous for tech companies. This is why the US administration is now considering a more balanced model. An official from the Department of Commerce mentioned that this new approach builds on recent cooperation experiences with Middle Eastern countries like Saudi Arabia and the UAE. Its goal is to ensure the safe export of advanced technologies while boosting international cooperation, instead of completely blocking their access to foreign markets. The American proposal is centered around a "gatekeeper" concept. This means advanced chips from companies like Nvidia and Micro (likely Micron Technology) won't be outright banned from export. Instead, getting access to them will be tied to specific conditions. These conditions include making parallel investments in AI infrastructure within the United States, formal security guarantees between governments, a commitment from importing countries to specific security and technical standards, and strengthening US influence while countering China. This new policy aims to spread American technology globally, connecting other countries' digital infrastructure to US security and technology standards. It also helps attract foreign capital into the AI sector within the United States, which boosts the local economy and maintains America's technological leadership. This direction is part of a broader US strategy to keep its edge in artificial intelligence, especially with the growing competition from China. Through this "gatekeeper" model, Washington hopes to monitor the global flow of advanced chips without hindering the growth of American semiconductor companies, which are at the heart of the global race for AI technologies.
