The Entrepreneurial License in Saudi Arabia is a special regulatory pathway designed to make it much simpler for startups and investors to enter the local market. Who Can Get This License?

Foreign investors can apply for the Entrepreneurial License through existing companies outside the Kingdom. They just need to provide their commercial registration and articles of association, after meeting the standard authentication requirements. What's great is that they don't need to submit audited financial statements, which is often required for other investment licenses. The license also covers individuals from outside the Kingdom, who can apply using their passports. Plus, residents already in Saudi Arabia can apply, provided they get a no-objection letter from their current employer. This letter needs to confirm approval for obtaining the license and transferring their sponsorship to the new company once it's established. The benefits also extend to holders of the Premium Residency, as well as projects that include a Saudi partner, whether that's an individual or a commercial entity.

Three Main Stages to Get Started

The process of getting an Entrepreneurial License involves several steps. It begins with preparing the project's essential documents, such as the pitch deck, executive summary, and a letter of intent. You'll also need to secure a support or incubation letter from an accredited entity. After that, you complete the regulatory approvals and submit your application to the Ministry of Investment. Once the license is issued, you move on to completing the company establishment procedures. This includes reserving the trade name, issuing the national address, notarizing the articles of association, and obtaining the commercial registration. The second stage involves getting the investor's residency. This means opening a file with the Ministry of Human Resources and Social Development, obtaining a visa, work permit, and medical insurance, then completing a medical examination and issuing the resident ID.

Actual Operations Begin After Establishment

Setting up your company isn't just about getting the license and commercial registration. The operational phase requires connecting with several government platforms and entities to ensure your business runs legally. These steps include activating the Qiwa platform, registering with the Zakat, Tax & Customs Authority, and activating the Mudad, Muqeem, and Chamber of Commerce platforms. You'll also need to complete any other regulatory requirements specific to your business activity. Experts emphasize that ignoring this activation and government linking stage could delay the start of your operations or affect your company's legal obligations, even if the official establishment procedures are complete.
