The Ministry of Communications and Information Technology's participation in the closing of the country program between Egypt and the Organisation for Economic Co-operation and Development (OECD) reflects a growing trend. Egypt is working to solidify its position among economies striving to build a comprehensive system for AI governance and accelerate digital transformation, all within international partnerships aimed at boosting competitiveness and supporting private sector growth. This participation took place during official events hosted by the Egyptian government, with high-level attendance. The events highlighted the results of the AI review conducted by the OECD. This review not only assessed Egypt's adherence to international principles but also identified governance gaps and structural challenges within the digital ecosystem, while offering practical recommendations to enhance national readiness. The outcomes of this review indicate that Egypt is moving from the strategy-setting phase to actual implementation. This is evident in the adoption of the Egyptian Charter for Responsible AI and the establishment of the Egyptian Center for Responsible AI as an institutional arm to activate governance policies, by integrating legislation, scientific research, and capacity building. In parallel, the state continues to invest in digital infrastructure as a fundamental pillar for this transformation. This includes launching data centers and cloud computing facilities, expanding fiber optic networks, and preparing to introduce 5G services, all of which enhance the digital economy's capacity to absorb AI applications. Work on the second version of the National AI Strategy (2025-2030) stands out as a governing framework for the next phase. It aims to increase the communications and information technology sector's contribution to the GDP, expand the industry base, and boost research and development. Additionally, it focuses on localizing AI applications in sectors with direct impact, such as health, education, agriculture, and government services. Focusing on practical applications is especially important, as it reflects a move towards linking technology with developmental needs, rather than just theoretical proposals. This is demonstrated by showcasing real-world use cases that contribute to improving the efficiency of public services and enhancing the quality of life. In the context of supporting technological independence, the large language model "Al-Karnak" was highlighted. It represents a step towards developing local solutions that support the Arabic language and reduce reliance on foreign models, thereby enhancing the competitiveness of Egyptian innovation in this field. At the business environment level, efforts to support startups and develop digital skills reflect a growing awareness of the importance of human capital in the success of digital transformation. This is achieved through training programs and initiatives aimed at qualifying personnel capable of working with AI technologies. Egypt's improved ranking in international digital government and AI readiness indicators also suggests that these efforts are beginning to bear fruit. However, they still require continuous implementation and enhanced integration between policies and applications. Cooperation with the OECD reflects a strategic approach to leveraging international expertise in developing digital policies. This supports the building of a knowledge-based economy and enhances Egypt's ability to compete in a global landscape where reliance on AI is rapidly accelerating as one of the main drivers of growth.
