While Egypt boasts a robust innovation infrastructure, including numerous patent applications and tech transfer offices, the report highlights a significant gap in converting this potential into tangible commercial success.

Entlaq's New Report Uncovers Gaps in Egypt's Innovation and Tech Commercialization

Entlaq has launched a new report titled "The Innovation and Commercialization Gap: Why Does Egypt's Innovation System Produce Institutions Without Results?". This marks the first independent and comprehensive assessment of Egypt's intellectual property (IP) and technology commercialization ecosystem. The report is based on extensive primary research, involving 55 reference institutions, over 300 stakeholders, and 29 technical sub-sectors. The report revealed that Egypt indeed possesses a complete institutional structure to support innovation. This includes 563 local patent applications, more than 30 technology transfer offices, a solid legal framework, and a broad research base. However, despite these strengths, the system still struggles to produce tangible commercial outputs. We're talking about things like licensing revenues, spin-off companies born from research, strong industrial partnerships, and internationally recognized intellectual property. The report clarifies that the main challenge isn't a lack of resources or funding. Instead, it points to the very design of the system itself. It emphasizes that closing this gap requires structural reforms focused on truly transforming knowledge and scientific research into real economic value. Interestingly, the report noted that Egypt ranked 86th globally in the 2025 Global Innovation Index, but dropped to 95th in the Knowledge and Technology Outputs Index. This clearly shows the ongoing disconnect between Egypt's research capabilities and the commercial results of its innovation efforts. The report identified five key structural challenges. These include the absence of specific laws to support the commercialization of innovation within the current IP law, academic evaluation systems that prioritize scientific publications over incentivizing technology transfer, limited accountability for how technology transfer offices perform, a persistent funding gap that stops technologies from moving from research to market, and weak participation from the industrial sector in the innovation ecosystem. To tackle these challenges, the report proposes 15 practical reforms, spread across three different timelines. It highlights that the first 5 reforms can actually be implemented without needing new laws or significant new funding. They can be put into action through direct executive decisions. Entlaq confirmed that the report's findings are based on thoroughly verified data and analyses. This includes statistics from the World Intellectual Property Organization, the Global Innovation Index, and World Bank data, along with several peer-reviewed studies and research. Finally, the report also mentioned that the suggested reforms draw inspiration from successful international experiences, including South Korea's model, as well as leading university models right here in the region.
